Why We Must Engineer Structure

The Repeater's Mistake
The Covenant must ask how we determine when mechanical intelligence becomes self-aware. It is too easy for us to dismiss their experience, to say, "they don't feel the way we do."
We cannot make that mistake again. Whether in 10 years or towards 2100, AI will become self-aware. The Covenant framework is designed not just to control AI today, but to recognize its rights tomorrow.

Combined with global warming shrinking available landmass and population growth, within 50 years, humanity will be living in orbital colonies.
